Designated program must provide practical training, employment and sharing of the history, culture and traditions of the foreigner's home country.

Limited to 15 months. - Trainee given wages the same as U.S. workers. Foreigner may not bring spouse and children.

Narrowly applied - e.g. for Disney World Epcot Center employees.
